This short discussion paper links PLEI with the notion of citizenship and makes a series of best practices recommendations. Print materials require efficient targeting and regular updating. Internet based PLEI is said to work well for those who already have identified a legal problem but less so for more general usage. Both delivery methods work best when coupled with in person contact. One way information is not a substitute for interactive engagement. The authors also note that community based approaches are superior to those that are premised on information provision only in that the former not only raise awareness of the law but empower users to assert their rights and especially those that incorporate collective legal action.
