In order to advance PLE policy and practice in the United Kingdom, the Public Legal Education Network (Plenet) commissioned this evaluation framework to define legal capability and examine the impact of PLE projects and programs on people’s legal capability. The report also considers options for measuring levels of legal capability.
This framework encourages evaluations of the impact of PLE interventions, in order to better understand what works and why, and to provide a platform for future planning. The framework promotes an approach to evaluation that is integrated with routine organizational and project operations so that both learners and educators can consider what is being done and how effective it is. The emphasis is on practical, ongoing evaluation strategies that involve all stakeholders, not just evaluation experts. The report also includes separate guidance with general information on planning, implementing, and reporting an evaluation. This guidance is based on different evaluation resources that organizations might consult when thinking about project evaluation.
