This report analyzes the 2011 Plenet Evaluation Framework. Plenet commissioned this framework to identify how PLE projects impact the public’s legal capability. Beginning with conceptualizing legal capability, the report then explores broad issues pertinent to evaluating PLE, the impact of past PLE initiatives and evaluation goals and research methods. The report ends with theories of change that are used in designing and implementing future PLE projects and evaluations.
