This paper provides an overview of the issue of access to the civil justice system by middle and low income Ontarians. The paper identifies a variety of contributing factors that diminish accessibility including insufficient numbers of affordable or no cost legal service providers and the lack of other comprehensive legal resources including PLEI. Section C of the paper discusses Ontario’s and some other PLEI initiatives at length and states that more emphasis must be placed on them to better serve Ontarians facing legal issues.
