This report notes that people are less likely to confront issues of discrimination than they are any other legal issues. The authors link PLEI and social justice on the basis that legally capable individuals are well positioned to become meaningfully involved in issues arising in their communities. PLEI, especially that which is equality based, is said to benefit community organizations by drawing in people who are able to identify issues which need to be addressed. PLEI is also said to promote cost savings both for individuals who learn how to avoid or handle legal issues when they first appear and also more broadly by reducing the need for public services, the demands on the legal system, etc. Those designing PLEI materials should determine what knowledge the target audience already has so as to render the materials most efficient and effective.
